Sounds like the sweep hand is loose. However, this won't be the case as it will be the cam on the other side of the dial that is loose. This needs the attention of someone who has fixed these timers before. It is a simple timer or stopwatch. They are all similar only that some have more expensive movements.

The timer was also used as an instrument/tool while firing ordinance. By watching down-range, and knowing the muzzle velocity of the ordinance being fired, accurate distance and site adjustment can be calculated based on elapsed time determined to within fractions of a second.

You have a Waltham Model 11609 , Type A, No. 105 timer/stopwatch. The large hand measures seconds in 1/5 sec. increments and the small hand measures minutes up to 30 min.
